September Court OKs Water Resolution & Sheriff’s Bonus Payments

JPs again quickly dispatched County business at the September 20 Quorum Court meeting that lasted barely half an hour, passing a resolution for a new water source as well as bonus payments for the Sheriff’s Department.

Starting with August financials, County Treasurer Scott Sanson gave a positive report (as he did at last week’s Budget & Finance Committee meeting), saying

Revenues year-to-date in County General are still sightly below where they were this time last year….

It looks like we’re going to be roughly, if trend holds, we should be somewhere around a million over what’s projected at $11.6 [million].

I’d really rather project about $12.2 at this point but we’ll see…. You’ll see our three-month moving average has jumped back above our one-year moving average. The big trend here is our one-year running average has turned back up at a pretty good pace.

Sales tax is 15.1% higher than August 2021 and year-to-date is 13.94% above the running total, Sanson said, adding the County is at 76% of project revenue.

Because the Sheriff’s Department was working the fair parade, County Judge Jim Baker skipped presenting their monthly report and there were no comments from the public.

JP Rose Roland (R, Dist. 5) asked if CAPCA’s Executive Director Jennifer Welter could speak to the Court. Baker responded, “…Normally if it’s not on the agenda, we don’t hear it,” but “she’s here, couldn’t be here for the last time” (when nonprofits presented their ARP funding requests to the Courts & Public Safety Committee in August).

After checking with JPs, Baker allowed her to speak and Welter thanked the Court after giving a few brief details about CAPCA’s activities.

With no questions, the Court unanimously passed three items:

Resolution 22-09, Water Source Project

JP Matt Brown (R, Dist. 8) explained the situation with Lake Brewer and the need for a new water source for Faulkner and Conway Counties, as the Infrastructure Committee discussed last week.

Ordinance 22-40, Monthly Appropriations

Ordinance 22-42, Sheriff’s Dept. Bonus

JP John Allison (R, Dist. 3) praised the two new Greenbrier School Resource Officers, saying “I know they’re in negotiations with Vilonia to provide another,” and said he would “commend the entire Sheriff’s Department and Fire Department and thank them for the job they’re doing…” JP Jake Moss (R, Dist.13 ) joined in, saying “That’s the least we can do and I wish it was more, as well.”

After unanimously approving the appointment of Keith Tillman to the Hilltop Fire Department Board, the meeting adjourned.
