October Quorum Court Covers a Lot of Ground

In comparison to the 3-hour-plus committee meetings the week before, October’s Quorum Court meeting covered a lot of ground in only about an hour.

JPs had a second reading on the proposed dues election for the Pine Valley Volunteer Fire Department, and first of three required readings on changes to the County Personnel Manual dealing with electronics, travel expenses, and bereavement leave.

The annual holiday bonus pay Ordinance, mandatory Ordinances for receiving and spending grant funds, and a tax break Ordinance for UPS finished out the agenda. All items requiring a vote were approved.

The Log Cabin reported these details of the approved tax-back program for UPS:

A business that enters into a lease with a building for a period of at least five year is allowed to count the lease payments for those first five years as a “qualifying expenditure for the investment threshold required for this investment incentive,” according to Section 15 of the Consolidated Incentive Act of 2003 in the Arkansas Code.

UPS is seeking to participate in this program and has requested benefits accruing from construction of its facility on Mayor Lane.

In order to be considered for participation in this tax back program, UPS must receive endorsement from a local government and the local government must authorize the refund of local sales and use taxes as provided in the Consolidated Incentive Act of 2003. In this case, the local government in question is the Quorum Court.
